Status of Guidelines 2005
The American Red Cross programs and products are based on the most up-to-date science available on first aid, CPR, AED and Emergency Cardiac Care.
Every five years, dozens of international organizations and experts in the field of first aid and emergency care work together to review and evaluate scientific research on these subjects. The goal is to determine if any new discoveries affect the way CPR is delivered and the way emergency cardiovascular care and other emergency care is treated. This collaborative effort involves hundreds of scientific articles and studies.
The results of these efforts are guidelines that the Red Cross, and other training agencies, uses to update the contents of their training programs.
INFORMATION FOR INSTRUCTORS
Policies and Procedures
REGISTRATION: Classes held in the Northeastern New York Chapter jurisdiction must be pre-registered with the chapter. Registration forms (Blue – Water Safety, Yellow – Lifeguarding, Pink – First Aid/CPR) must be submitted at least one week prior to the first class session. Any equipment or video needs should be listed on the back of the registration form.
REGISTRATION REVIEW: When the course registration form is received in the Health & Safety Department, it will be reviewed for conflicts, omissions, or other concerns related to the course. The instructor can expect to be contacted by telephone to confirm the details of the course and, if appropriate, to schedule an on-site visit to the class by a chapter representative.
CLASS ENROLLMENT: A class should not be conducted unless there are at least enough students to complete all skill requirements. The student-to-instructor ratios should not exceed 10:1 UNLESS prior approval is given by a Health and Safety staff person. Please refer to your instructor manual for guidance.
PROGRAM SUPPORT FEES: These fees support the chapter in maintaining student and instructor records.
CPR, First Aid, Water Safety, and Small Craft – A fee of $35.00 per course record.
Lifeguard Training – A fee of $10.00 will be charged for each course participant completing the course.
Yearly and Seasonal Fees are available for agencies/organizations conducting numerous courses. Contact the Health & Safety office for the fee schedule.
EQUIPMENT AND BOOKS: Books, rental equipment/videos, and items for sale may be charged to authorized instructors or organizations/agencies sponsoring the courses(s). All items will be billed with an invoice, Rental equipment must be returned on the next business day after the class in which it is used. Unused books and items for sale should be returned for credit. Payment is due NET 30 days from the date of the invoice.
Rental fees: $12.00 per item per usage day. $6.00 per video per usage day. Lifejackets and kickboards are $1.00 per item per usage day.
IDENTIFICATION: Each instructor should wear appropriate identification so that he/she can readily be identified as an American Red Cross instructor.
COURSE CERTIFICATION: The instructor’s signature on the course record sheet certifies that the course has been conducted in accordance with the requirements and procedures outlined in the instructor manual(s).
ASSISTING INSTRUCTORS: Addresses and chapters of authorizations of co-instructors or assisting instructors MUST be included on the course records.
COURSE RECORDS AND CERTIFICATES: Record forms must be submitted NO LATER than 10 business days after the completion of the course. Certificates for pre-registered courses may be picked up prior to completion of the course for CPR, First Aid, and Water Safety. Certificates for Lifeguarding courses will be provided ONLY when records are submitted to the Chapter.
Reminder: Certificates will not be issued and course records will not be accepted UNLESS arrangements have been made to provide payment for the Program Support Fee.
QUALITY ASSURANCE: The Northeastern New York Chapter is committed to reinforcing the American Red Cross nationwide emphasis on standardizing courses. Quality assurance procedures have been established to aid instructors in providing quality courses that adhere to the National standards. Instructors needing help or clarifications are encouraged to call the Chapter for assistance.

American Red Cross is the recognized premier provider of first aid and CPR, aquatics, water safety, HIV/AIDS prevention education, mission-related care giving and other health and safety education programs. In 2001, nearly 12 million people were enrolled in health and safety courses learning how to keep themselves and their families safer. Programs are developed in collaboration with experts from the fields of medicine and aquatics and reflect up-to-date information and techniques. All courses are designed to teach the exact skills people need to know in an emergency.
The American Red Cross has provided health and safety services to people for more than a century as part of the organization’s mission of emergency prevention and preparedness.
American Red Cross instructor and participant training programs meet the highest quality training standards and provide the most current information. A detailed instructional process helps instructors expand their teaching skills and technical expertise.
Authorized Provider Defined
An Authorized Provider is an individual or organization that has a Red Cross-trained instructor who can provide American Red Cross health and safety programs in-house. By becoming an Authorized Provider, you can build your own training team to teach health and safety courses to employees of your business or members of your organization. The programs listed above are just some of what’s available to you as an American Red Cross Authorized Provider.

Red Cross Authorized Providers include many types of organizations.
